Description
Reuse of Rikers jail complex as part of a citywide effort to reform NY City incarceration; one of the schemes was to extend the existing LaGuardia Airport. This scheme proposes a third runway and new terminal for LaGuardia Airport, wastewater treatment facilities, a large-scale composting facility, a 20-acre solar field, and a public greenway and memorial. A 1.5 million-square-foot modern terminal could accommodate 12 million additional passengers annually. Connected to the existing historic Marine Air Terminal building, the terminal would require overwater construction in Flushing Bay
